i had a 3310 that was not powering but when you put a good battery the vibrator comes on automatically and the keypad lights dimly

the solution is to remove n 400 the vibrator driver is shorting and thus the phone does not power on
when this ic is removed the phone powers but without the background lights then you can replace the ic and the phone works well

replace vibrate, buzzer, and light controler, you can find it on the right side of sim card pins or becide buzzer pins, it has obout 16 pins i think, if your phone vibrate when you put on the battery than this is solution 100%

change buzzer control ic , reflash your phone , after all if still the same change flash rom then reflash the phone ..........

Check under the key mat for any corrosion and clean with nitro cellulose thinner.
