Try this

1. try to push key 9 when phone is on if led dont start your problem is pobably UPP
2. if led start your problem is pm file

pick up keypad filter (glass ic near UM - Philips) make nev ball and put back.

Open phone, see if the keypad is dirty, clean pcb keypad board with IPA solution...

Check for liquid damage - If liquid = BER

i Think the problem is an hardware problem, it may be one of those resistors controling key pads

see loads like this and nearly always contamination under silver membrane domes.
carefully peel back and clean until shiny.
