Nokia 5130c No signal - GSM-Forum

I have here Nokia 5130 no signal, in manual search all network in my area are shown, but no access, its an open line unit,
here is the selft test n HWK

all test are pass except for the marked one, in mxkey its failed on that test
Action Taken:
Replace Avilma ic but still the same result

can somebody help me with this problem
