1. remove all small chip top side of battery contact.
2. change BTEMP resiter.
3. Check charging contacts resistance ( short circuited or not)
4. If short circuited remove fuse and make jumper from +ve of charging contact to after fuse. dont forget to make a small insulation on the +ve pad of charging pads on pCB

Brother its fault of Voltage so first u must change the good working R2070 if same then change good working Betty IC. Remember good working ic post result.
