Try to change ribben ( patta , streep ) . maybe cut line in the patta.

If you are sure the ic is good, you have to change the flex cable, or take a look on the soldering of the upper board to the flat. You can check the flat by the tester, probably it is broken one way that response for up-down-menu row. check if it goes until the flat connector to the mainboard.
