nokia 7610 flash problem

have a problem in nokia 7610 flash by ver RH51_52_67_68PE706420.C1.after flash and ul or factory setup complete when i power on the phone it became "phone start-up failed.contact the retailer". i tried formate the user area by ufs and also formate file system by jaf but it don`t work. i also tride manual system by pressing *+3+send+power botton for formating.but no result.so pls what to do pls help me .................................................. ......

if when u try to hand format then see it stops on the middle stage or not... if it stops then its flasher problem.. rehot or change it.
