Question Nokia 8250 Missing Lines


I have a Nokia 8250 which is missing every 2nd line on the LCD. I have tried replacing the entire LCD and elastomer which did not help.

The LCD lines on the PCB measure
1 - 2.8v
2 - 0v
3 - 0v
4 - 2.8v
5 - 2.8v
6 - 2.8v
7 - 0v
8 - 0v
9 - 2.8v

Any help/suggestions would be greatly appreciated

replace the 2 big caps near UI ic.. will fixed...

Thanks for the response.

I'm relatively new to this so can you please confirm exactly which the UI IC is? Is it the single IC at the top right of the keyboard side of the main board (just below the power button) ?

If so, I have just tried replacing the 2 caps and the IC itself but the same fault is still present.
