VOLTAGE READING ON KEYPAD({})nokia c2, 2700


i have been dealing with phone dead by either bad battery,bad charger water damage etc
after i successfully change power ic i found out that there is a reading of 1.5v frm the keypad 1,2,3,4....(button)and 3.5v frm the screen display line but normal voltage on the power on (red button)
i have two phones with such problem 1 dead frm water damage the other by bad charger
PLS WHAT IS THE FINAL SOLUTION FOR THIS NEED HELP ASAP
Is it software,hardware,prblem....
