Hardware problem.
But it also can be problem with the charger. Try to connect powered on phone to computer via usb cable - what is happening?

Dear, motorola w230 always charge with orignal charger only,,,,if u have done above all procedures then its purely a power ic problem,,,,plz change or resold the power ic.
