Do I remove IC u403 and solder to the pads? Forgive my ignorance, I am extremely new to this.

You remove the chip, cleans the pads underneath it.
Solder tiny wires to the pads in a way that will allow the chip to be back later (very tied in the board). then you put the chip back (put in mind that the chips usually needs new balls on the bottom of it - either you will do it yourself or you buy a new one).
