Xperia Tipo ST21i Consistent Vibration

Hello,
I have this customer's ST21i which is dead on arrival, apparently.

It starts, and keep on vibrating continuously as soon as I:
1. Plug in Battery
2. Connect cable Without batter
3. Connect Cable with battery

There are no flashing lights, no sign of life except it is vibrating.
I opened the to chechek the board and connected only board and it just keeps vibrating.

There are no signs of water damage on board, couldn't notice any broken ICs or anything at all. There is no info given by customer, by him, just that it doesnt work

I am requestion information about what could be possible wrong with board and if it can be repaired?
