sony Z3 red light flashing sometimes blue
 

I have a problem with my Sony Z3 (Europe model) the problem im having is when charging the handset is flashing red slowly after an hour it goes blue but wont turn on, It dos flash a tiny quick blue as when the red light appears, Sometimes the sony logo will go off and on off on so and so when booting up.

I have put it on a Windows 7 PC and is recognizing it in device management but not detected it on Sony PC Companion?

Could this be
1) battery issue
2) a hardware issue, If so what can I do to hopefully to get it going?
