SCDR II power problem
 

when i try to connect a phone ... phone don't show message that baterry is cherging or don't power on when connecting charge cable! please help me! what is wrong! cables are working ok! i checked with multimeter and and U=4.9 Volts, but when i connect a phone U=3.1 or 2.9 volts!
