Two way for flash ot990:

Official upgrade, working also if android not boot on your phone: http://www.alcatelonetouch.com/globa...-8-8-setup.exe
Need ~1,5h for upgrade.

If you have a working rooted phone with recovery you can debrand by this: http://files.podtwo.com/roms/stock/a...ate_signed.zip

But i think this will not help for phones with blocked counter.
