change flash ic than repair imei thats it because without patch you cant change its otp imei in flash

Check Siemens section. There are all patches and also a tutorial how to make IMEI patch by yourself

- Phone have two IMEI's: OTP IMEI and EEPROM IMEI
- You can change EEPROM IMEI with any Siemens software
- You cannot change OTP IMEI.
- When the phone power on it check if the EEPROM IMEI == OTP IMEI and if this are different the phone power off (Beep or Wrong Software)
- The IMEI used for network provider is the EEPROM IMEI, the OTP IMEI is used only for check in power on

Then:

If you can dissable the Check, you can put any IMEI in phone EEPROM and it will power on and work with new IMEI
