That device accepts only factory signed firmware. Model you have is for RU region, correct firmware can be found here : Huawei Y3 2017 hw ru Cairo-L22C10B122 Firmware Android 6.0EMUI 4.1 Mini05014NML or Huawei Y3 2017 Cairo-L22C10B122 Firmware Android 6.0 EMUI 4.1 Mini Georgia,Russian Federation,Belarus,Kazakhstan,Kyrgyzstan scatter firmware can be found after unpacking main archive, then Cairo-L22C10B122.rar and is in folder :\Software\Cairo-L22C10B122\Upgrade\USB upgrade\Cairo-L22C10B122\signed_bin load it and flash it. b.r.
