Did you try power on device Without sim card after flash/reset and it still show same message, correct?
Did you try write other NVRAM in "NO" mode ( unsafe write , request during writeNV operation )

Most probably, it belongs to certify components, used by unisoc ( like TEE/Google keys ) , have no idea.
Without any test sample on hands it hard to find anything working fast.
Also, one more way to try - complete erase and reflash, as a way. But not sure in result.

If still the same - it's under some specific lock as @JayDi already mentioned.
