What do you mean "keeps restarting" ?
Is it restart during imei repair operation or after imei repair operation ?

Try to write the next imeis:
1. original imei from phone back label
2. 0000 (all zeroes) imei
Is it the same problem with these imeis (I mean restart after write) ?

I also faced this problem with T33+.
I try various ways and finally full flash the phone but still same.
So I change the flash IC ,flash again and rebuild the imei.
It's work for me.
problem solved.
I think this is also a HW problem.
