Hi,
Try to make unlock again with "unlock in any case" box checked.
Also, is it was really operator locked phone or phone that can not accept any card at all ?

Hello,

If phone was unable to accept any sim card it may be that this phone was not locked but it has problem with eeprom settings.
In some cases it was a result of damaged hardware (water inside). Please, open phone and check it's hardware.
