smart card not have active module - GSM-Forum

i cant open CM2MT2 v2.28 or CM2SP2 it says smart card not have active module and i know my dongle support period is expired but i want to run old software like v2.28

Serial No (S/N): 2181141D

my last atempt to update dongle is as follows

Why?
1.Smart-Card has latest firmware version. Update is not required.

Disconnect all other dongle
Connect only CM2 to PC
run CM2
