It not locked by a standard scheme. Reflash device with other region FW and it should work.

Also, if you try SPUnlock button - it will explain all in log.

Ok afther imei repair phone say "sim lock permanent" the unlock funtion of spd2 say is unlocked, and dont do it the process. Need a forced unlock buton or some else.
