I have no advice how to handle this unit due to I never had it on hands.
You can try to unlock it.
make backup before any test
also it will be good if you can upload firmware so engineers can check it.

I don't see any info about lock type in log.
Do you see any text at phone, maybe you can fins operator logo or network name on it?
Also have you tried to insert another sim card?
What is the text at lcd with another sim?

If sw gives no info about lovck it may be virgin wireless vendor lock inside firmware. Need to check files, it takes a lot of time. No advice at the moment. Probably flashing for another firmware may helps but no idea where to get it.
pls for now update dongle firmware again.
if/when we will have more ideas you will get a message.
