It can be done during WriteNV operation.
If you don't have NV from same device, recomend to flash PAC file with enabled NVM update.
Or better use ( if have enabled support ) SP2 module.

Hello Boss I flashed with Pac with NVM update. now BaseBand is ok. & i restore IMEI. But still not network.

That can mean device use extended security functions.
Need find alive NVM and check it. Will try find something similar.
