Ememrgency Driver and EDL cable should be enough.

sorry to ask this but I am new to use this so its a must to use EDL cable the normal usb cable not working?

If device can't be forced to EDL by buttons - try fastboot mode, if it not work - then edl cable. 5 minutes to make it from simple one need.

reset frp zte a460

easy way is via adb+fastboot power off phone press and hold volume up +power now in recovery mode select reboot to bootloader not in cmd type fastboot erase config. then fastboot reboot and done.
