BUT as I see in nss support that this ask to rpl without federal one dongle is only to reset code counter for bb5 and to repair imei and sim lock ,federal one box must be connected
read this from support
2-If you are repairing phone with damaged security area, or phone with changed Flash chip, you have to use F1 for RPL upload, and finally make a tunning using original equipment and GSM tester.

for read ask you can without f1 but to repaire imei and uplode rpl you can.t witout f1
