csca server is not available at the moment - GSM-Forum

I tried to unlock w910i. requesting log went ok but when i click on activate i get: "csca server is not available at the moment"
why is that? and can you solve this problem?

So, why did you took logs from my credit when you are that sure u can't unlock this kind of mobiles????
