I use VPP adapter cable without the VPP adpter connected to the box. It does work for me. Maybe you should give a try as i did. and this "phone not going in local mode" is a common problem. You just need to b patient ;

I had same problem. After flashing successful, phone can't go into local mode.
I'm afraid to flash other phones, but those phones can get into local mode easily. Do you find your solution?

Only put one resistor of 6.5 K in BSI line and phone will be in test mode

If the phone can go into local mode before flash then it means the phones firmware is old and a 3.3k resistor will be ok, once you flash the phone with the latest firmware then a 5.1k resistor is needed at least. A cable with at least 5.1k will work for both old and new firmware.

Odia.
