how to flash Q9 smart phone? - GSM-Forum

hi...
i downloaded flash file [MOTO Q 9h - MODEM4_U_40.11.25R]
i am trying to flash the phone but always get this error:
SCout 1.10. Flashing phone "MOTO Q 9h - MODEM4_U_40.11.25R" with firmware "C:\Program Files\GsmServer\SCout\flash files\SHIP_NORMAN_AP_U_01.06.11R_MODEM4_U_40.11.25 R_USNORMANAUTELR2W611A011_1FF[850 WCDMA Telstra Only].pcf"...
Switching to flash mode...
Preparing firmware image...
Loading RAM downloader for bootloader...
Waiting for re-enumeration
Phone did not re-enumerate after RAM-downloader was sent.
Flash failed

phone is in [working condetion]
the reason i am trying to flash phone is :i got the unlock code, but when i try to enter it in phone it give the "your phone have ben disabled" phrase.

Please explain what exactly code does it ask for?

its locked to FIDO [provider lock]
i bought code [unlock code-by IMEI], but can't enter it to phone.
