SCout has been tested and proved to work in the Windows 8 OS, a x64 system has been used.

Drivers for the phone were installed manually using the "Device Manager" from the "C:\Program Files (x86)\GsmServer\SCout\drivers\motohelper x64" folder and everything ran just the same smooth way as by previous Windows versions

Yes, I tried. But when I choose Qualcomm flashmode, phone restart and pc not detect phone. But fastboot mode work fine, pc detect android device. Maybe I can flash this phone via fastboot mode?

Try using "RSD flash mode" option. It has to be in that menu.
