Reseller question: who asks about V-SPEC activation: PKEY reseller or V-SPEC reseller

Often we have a situation, when user purchases PKey from one reseller and V-SPEC from another one.

Who should he contact for V-SPEC activation? His V-SPEC reseller or his PKey reseller?
