1. Power on the phone.
2. Tap 7 times on 'Build number' in 'Settings'-'About phone' to enable 'Developer options',

If Code 00000000 or 12345678 wont accept, you need to Update FW from support then repeat Unlock step.

phone may be with branded firmware inside with custom lock.
you can try reflash to non branded firmware.
