I'm just unlocked i9505 4.4.2 with no huzzle, type *#0808# and select modem+----+adb and install drivers.

1. can be EFS problem
2. can be modem firmware problem
3. can be hardware of modem


so read efs from working phone and write to your phone , reflash phone.
if problem not solved - then this is hardware.
