Use Latest Z3X SW: Root using Kingo root then DIAL *#7284# THEN SET TO UART-PDA-USB-PDA and Save Reset, Connect USB and Hit Unlock.

UNLOCK INSTRUCTIONS:

Phone must be rooted!
If the software can't root the phone automatically,
then you must root your device manually.
1. Power on the phone.
2. Enable 'USB debugging' in
'Settings'-'Applications'-'Development' for Android 2.x or
'Settings'-'Developer options' for Android 4.x.
3. Connect the phone to PC with USB cable, install drivers if needed.
4. Press 'Unlock' button.

This is what "tec9inc" suggests from the Z3X team forums:

OK I figured it out here are the steps in order*
1. Make sure you are using Samsung tool 16.0

2. root phone using CydiaImpactor or use this file via Odin for permanent stock rooted**Dev-Host - T599N-Pre-rooted.zip - The Ultimate Free File Hosting / File Sharing Service (Metro PCSt599N)

3. Turn on USB Debugging

4. dial *#7284# UART - PDA and USB to PDA

5. Connect MicroUSB cable

6. Make sure correct Com Port is selected in tool, and Click Unlock in Tool

7. at Checking Com Port step in script switch to MicroUart Cable.... Done
