No Facetime on iPhone 4 - GSM-Forum

Got a iPhone 4 from dubai recently, was factory unlocked. It didnt have facetime on it and a friend updated it to 4.2.1 and managed to get facetime installed and working. I thought i'd have ago at updating it to the latest 4.3.1 and managed fine and also jailbroke it using redsnow.
Now i've lost facetime and have tried everything thats out there to try and get it back.
I live in the UK and have a working o2 sim. Surely it cant be that hard to get facetime can it?
Everything else works perfect, just wish I can get facetime back on.
I have tried factory reset and had a look on cydia but nothing seems to work.

Should I downgrade to 4.2.1 again or is there another solution to this?

FACETIME menu you will see when carrier show in your about menu please check on about menu see on carrier
