after i restore the 3gs new bootrom it is go back to blank. i have used many that i know if any body have another solution?

Just enter dfu mode with latest redsNow and restore custom firmware without 6.15 modem
Custom with 6.15 inside never worked on new boot for me

You need to update to restaure your iPhone withe laste version 4.3.3
(no custom)
And withe laste version redsn0w you cant update your baseband to 6.15 (tack bouton update to baseband iPad )
And installe cydia (tack bouton installe cydia )
And unlock it withe ultrasn0w from cydia
