Apple stops signing previous firmwares when a new version releases. So answer is - NO.

bro thanks for you ans i know bro that apple close old version when new launch but bro like 3g version 3.1.3 is always sing and also some month ago apple also adopt same category with 3gs and signings of 3gs version 4.1

that is why i ask here is that still continue or now stooped any way thanks for your ans

You can download (or make your own) custom firmware any version you like and restore through Pwned DFU mode...

i can confirm i have restored a lot of iPhone 3Gs without shsh backup, it working i think 4.1 Server is not closed apple is still signing 4.1 Firmware only for 3gs
