Basband downgrade proplem, any ideas?

I used redsn0w_win_0.9.14b1 on an iPhone 3G which was on baseband 05.14.02 in the hope of downgrading it to 05.13.04 but unfortunately it didn't work, so i upgraded it up to 06.15.00 then tried again to downgrade it to 05.13.04 but it stays on 06.15.00 which by the way doesn't work properly. in order for the phone to work with Ultrasn0w i have to reflash 6.15 baseband.

I've tried reinstalling 4.2.1, jailbreaking, and flashing 6.15 then downgrading again but to no avail. it just doesn't successfully downgrade to 05.13.04

Does anyone have any ideas on what i can do to successfully downgrade to 05.13.04??
