You can send them an email. Include the IMEI of your phone and whatever details might be relevant. The address I used was AT&T Email Customer Care for Wireless <[email protected]>. They were very quick to respond and their tone was helpful. However, it will take 7 days.

and yes the unlock is free if you meet their requirement
