If you are getting this issue after having your phone unlocked I might have a solution for you. I've fixed about 5 phones having this problem recently. I'll explain a little bit so you guys understand..,

Whenever you request a phone to be unlocked to AT&T what they do is they transfer your phone from the list of LOCKED IMEIs to a list of IMEIs that are unlocked. Whenever you plug your phone into iTunes for activation what iTunes does is that it looks up to check if your phone is on the list of locked or unlocked devices. Depending on the list that has your phone the server sends back a reply code or token that tells the device, yes, this phone is unlocked, start working or simply no, that's not the SIM card this phone should be using, stop it right there.

So, what seems to be happening is that a very limited number of users who get their phones unlocked through one of the many unlock providers nowadays is that their IMEI ends up in some kind of virtual limbo. Probably because of a glitch in the unlock system the device seems to be removed from both lists and when the phone is connected to iTunes and the software tries to find your IMEI on the two lists of the server since it can't find it at all what the server does is that it replies back saying that "your request couldn't be completed at this time" Please try again later. This is because the server does not have a reply set when a device is not found on none of those lists.

I have a way of fixing this and it took me quite a while to learn it. I've been offering it as a service for sale. So anybody interested can go ahead and send me a private message so we can take it from there. I hope I was able to clarify this issue for some of you who had your iPhones rendered useless after making the unlock request.

Have you tried to activate it using both AT&T and non-AT&T SIM cards?

i have iphone 3gs 6.0.1 i got it factory unlocked but when i put t-mobile usa simcard it keep searching for network and wont activate and in itunes it says no simcard insearted anyone please help

update iphone with 6.0.1 ver first make handset in recovery mode then update 100% ur problem solved

Why ever solutions you have got fake or real aslong as you ask for paid service post it in sles section not in apple section

ts very important for all people who trying to restore and unlock their iphones after they have it unlocked
to make sure the AT&T iphone is activated by any ATT Sim,
you must see 1st activation date: when you check your imei
if you see first activation date in imei check, then your good to go, restore thru i tunes
if you don't see 1st activation date on imei checker, means your iphones hasn't been activated , you must use restore your iPhone insert att sim card
then restore again and insert any other sim as u wish

Dear handset restore through dfu mode use latest ver 6.0.1 and then try ur problem will be 100% solved . and reset all network setting

I thought users understand why they have this problem specially with attached
This happens because your phone is stolen or its barred phone or blacklisted and since attention doesn't have this service you can unlock this phone is heard some one in this forum can solve it but no proof yet
Hope this close this issue for good and users understand

Btw sometimes apple server go wild and doesn't activate all you have to do is reconnecting or use wifi instead

Check your itunes host, uninstall itune restart computer, update itunes, or reinstall.
