is your iphone jailbreak successfully ???? if yes then reinstall ultrasn0w again and update to latest version oe try to on off airplane mode

is your iphone factory unlock ????

if no then jailbreak your iphone using redsn0w
and unlock with ultrasn0w

They are coils! You can make jumper from center pin to ceramic capacitor at the rigth side.
Use search button, Apple hardware repair.
