I save SHSH already but I can't downgrade 4.0 to 3.1.3.
pls help me.

If you are save , then go to: C:/windows/system32/drivers/etc/host file
open this file with notepad , and on the end get this:
74.208.10.249 gs.apple.com

then try to downgrade!

Hope you get the finish!

how do you do it if you have saved them to the pc and not to cydia servers????

I saved with umbrella-4.00.23.exe & AutoSHSH-3.1.3_3.2--RC2.exe.
