this error always coming from Iphone 4 SOLD BY APPLE HONG KONG,
u cannot update to ios 7.1.2 but u can downgrade successfully if u have save shsh blob

i think no one have gotting solution for this apart from hardware solu,
i have 5 pcs of iphone 4 all stuck on same error

Check host file
update itunes to latest version
use good cable
disable all antivirus/security/FIREWALL
CHECK YOUR INTERNET CONNECTION
also try on other pc.

Move host file to desktop restart PC and try again.It will work

make sure ur host is like this
remove anything else

I think its a refurbished unit..if so then there is no way to solve it with software..

bro only way to solve is downgrade on 6.1.3 but remmeber its only tetherd .

downgrade tethered without saved shsh blob, is it possible & does network working after downgrade

yes u are 95% right, error mostly happen on refurnished unit
some apple produc sold by Apple Hongkong
