this error always coming from Iphone 4 SOLD BY APPLE HONG KONG,
u cannot update to ios 7.1.2 but u can downgrade successfully if u have save shsh blob

i think no one have gotting solution for this apart from hardware solu,
i have 5 pcs of iphone 4 all stuck on same error

update itunes to latest version
use good cable
disable all antivirus/security/FIREWALL
CHECK YOUR INTERNET CONNECTION
also try on other pc.

I think its a refurbished unit..if so then there is no way to solve it with software..

yes u are 95% right, error mostly happen on refurnished unit
some apple produc sold by Apple Hongkong
