iphone 4g "restricted network" issue -experts-

hello,

i have an iphone 4g 16g MODEL:mc603HB
modem firmware : 04.12.05

this phone used to work perfectly fine, no water damage or any damage whats so ever, the phone is 100% clean.

the customer went to a trip and and turn it off for 8 months.

when he turn it back on the iphone showed "NO SIGNAL".

he took it to the original OFFICIAL carriar who sold him the phone and after an inspection the phone carrier told him the phone is total lost. and he need to change the board.

now,

the phone is officialy unlocked,
i searched for network manually and i can see all the networKs but when i am tring to connect to one it says...

"RESTRICTED NETWORK"
"YOUR SELECTED CELLULAR NETWORK IS
RESTRICTED , YOU CAN CHOOSE A DIFFERENT NETWORK IN SETTINGS"

and i have two options to choose from "dismiss" and "settings".

WTF????

i tried different sims, i reinstalled the ios. (6.1.3) and (5.0.1).
nothing seems to work...

the phone is not reported stolen.

the phone is officialy unlocked.

i googled this problem there is no solution that i can find.

i tried everything...

anybody has any idea how to solve this????

thanks

avichen

If after restore you can successfully activate the phone then it's 100% unlocked so you have hardware problem with network

the phone can make emergency call, so no hardware problem...

it just has a problem to connect to a network.

now i even have 3g access. but no signal, wtf???

So you activated your phone with no problems after restore?

yes, i don't understand this..., it must be something with the phone software somehow. i never seen a problem like this, and i have seen many problems with iphones...
