Edit Host file in windows folder, it should be like this

then restart pc and Restore iphone.

you follow link:
C:\Windows\System32\drivers\etc
cut all file to desktop
open itunes and restore iphone
when finish cut all the file from desktop to C:\Windows\System32\drivers\etc

In TinyUmbrella there is an option in the "Advanced" tab to "Set Hosts to Cydia on Exit" uncheck this box cause This will allow iTunes to talk to Cydia's cache server rather than Apples cache server.
  • Try to restore.
  • Quit iTunes
  • Locate your hosts file, in Mac OS X this is /etc/hosts and in Windows this is c:\windows\system32\drivers\etc\hosts
  • Open the hosts file with Administrator privileges
  • Remove the following lines to the very bottom of the hosts file:
  • 74.208.105.171 gs.apple.com
  • Connect your iPhone to the computer
  • Launch iTunes
  • Do Restore
