or
Actually you can pull out your SIM card and leave it on airplane mode. Then enable the rest of the stuff. It won't have "NO SIM" or "INSERT SIM CARD" popups nor would it try to activate.
You should be able to sync afterwards without activating the iPhone.

i restored it, now i cant get past the activation screen

I know how to bypass it, but its just temporay. And it still will not sync.
