Unable to delete apps on iPhone 4s


I am unable to delete apps on my iphone 4s. It was working perfectly before, but suddenly stopped. Now when I hold the app to delete, it 'wiggles' and an 'x' is displayed in the corner, however it does not delete.
Tweaks installed:
- app backup
- app locker
- aptbackup
- assistantextensions
- barrel
- dater
- folder enhancer
- iprotect
- nocamsound
I believe I may have changed a setting. However, for the life of me I can not find it. I have also checked under General/restrictions, these are unchanged.
any help appreciated.

Go to Cydia....Mange> Packages there u will find each and every thing you have installed through cydia..Just click on app and remove it.

You can find it in BigBoss repo in section Tweaks, or just use search in Cydia.

The problem is no X when apps start to wiggle !!
I had X before, but after IOS 7.0.4 - NO X !! ??
Than what to do ?

I took the following steps to delete apps on iPhone permanently from my iTunes library. I use a MacBook Air and iTunes 11.0.04:
how to delete an app on iPhone
Open iTunes
Go to the Library drop down box
Select Apps
Click on individual app, press delete and hit enter
Confirm decision
