YESTERDAY IN OUR STATE GUJARAT IN AHEMDAVAD COME RADE AND TAKE TWO SHOPE OWNER ALSO WITH WRITING IMEI PROOF ,ATS COME AS NORMAL CUSTMER THAN THEY ASK FOR WRITING IMEI IN HIS CHINESS MOBILE THAN SHOP OWNER WRITE IMEI THAN ATS TAKE THEM IN CUSTADY

Only illegal if you are selling the service to change the IMEI.
Do it yourself, not a problem since you own the phone. Worst thing is after a while, your phone MIGHT be denied access to the cellular network. Then just change the IMEI again, no problem, network sees it as a totally different phone.
