Hard Reset the phone,
Hard Reset the HTC Inspire

Remember all your data will be lost.

The major problem is volume up and down is not working

Engless :

if usb debugging is enabled try to write this command via command line

adb reboot bootloader

fastboot erase -w

fastboot reboot

This is the only solution.
