Yes yu can flash but file version must same or higher bocz new bootloader won't allow you to write old bootloader.

All are not arabic supported files but i posted Europe rom for sme models wic is fully supported arabic.

same as restart problem after flash

i have ir key firmware but cant select with sp tool

try this file frm ir-key

HTC_616_D616h_0.80.708.001_SW_G98518A2_V003_M10_HT C_V3DUG_ASIA_MP_T03.zip

or try custom rom there patched boot.img also available
