Phone cannot be turned on, no reaction on vol+ vol- power and combinations of buttons - it can be charged however (sort of - usb power meter says so even it doesnt show charging animation nor red led)

I've go all htc drivers installed ,adb, htc_fastboot, Ruu zip files from:

"[Latest firmware] Here is All Latest Htc Smartphone Carrier Ruu!![updated 27-06-2018]"

In pc devices it is detected only as Qualcomm HS-USB QDLoader 9008 (COMx)
I know that qfil can flash it but it need some xml files that ruu zips does not contain.

So my question is: is there a way to flash this phone without boxes/paid applications? or just throw it to trash bin?

Emmc dead, so throw it to trash bin.
